Subject: STANDARDS FOR THE RADIO AMATEUR CIVIL EMERGENCY SERVICE
(RACES)
These standards apply to the Radio Amateur Civil Emergency
Service (RACES) in the [insert County of/City of ________]
and is administered by the [INSERT NAME OF APPLICABLE
GOVERNMENT AGENCY HERE].
1. MINIMUM REQUIREMENTS
a. The applicant shall possess a current Amateur Radio
License issued by the Federal Communications Commission.
b. The applicant will be subject to a record check by an
appropriate and authorized law enforcement official to determine
that the applicant is free of any felony convictions.
c. The applicant shall be registered as a California
Disaster Service Worker and take the oath or affirmation
required by law prior to appointment.
2. CAUSES FOR DISMISSAL
a. Fraud in securing appointment.
b. Dishonesty.
c. Drunkenness on duty.
d. Addiction to the use of controlled substances.
e. Conviction of a felony or conviction of a misdemeanor
involving moral turpitude. A plea or verdict of guilty, or a
conviction following a plea of nolo contendere, to a charge of a
felony or any offense involving moral turpitude is deemed a
conviction within the meaning of this section.
f. Discourteous treatment of the public, employees or
volunteers.
g. Willful disobedience.
h. Misuse of state property, including any identification
card(s) issued.
i. Other failure of good behavior either during or outside
of duty hours which is of such a nature that it causes discredit
to the appointing authority.
j. Unlawful discrimination, including harassment, on the
basis of race, religious creed, color, national origin,
physical handicap, sex, or age, against the public,
employees, or volunteers while acting in the capacity of a RACES
member.
